Status of the Klamath Basin Agreements:
The Klamath Basin Restoration Agreement (KBRA) terminated on December 31, 2015 because the federal authorizing legislation was not enacted.
The Upper Klamath Basin Comprehensive Agreement (UKBCA) is still in effect, it did not terminate with the KBRA, but it also requires federal authorization legislation and its implementation is interdependent with the now-terminated KBRA. The UKBCA provides processes for amendment or termination.
The Klamath Hydroelectric Settlement Agreement (KHSA) was amended on April 6, 2016. The current parties are listed in the Agreements section for the KHSA.
The Klamath Power and Facilities Agreement (KPFA) was also signed on April 6, 2016. The current parties are listed in the Agreement section for the KPFA.
The Amended KHSA and the KPFA include commitments by the parties to engage in good faith efforts to develop and enter into a subsequent agreement or agreements pertaining to other water, fisheries, land, agriculture, refuge and economic sustainability issues in the Klamath Basin with the goal to complete such agreement or agreements within the next year.
Summaries and copies of these agreements are available on this website. Contact the facilitator Ed Sheets for more information.
